Accompanying applications for certificates of registration shall be a fee of one hundred dollars ($100.00) per certificate; provided, however, that no fees shall be required by solicitors seeking to obtain subscriptions to books, magazines, newspapers, periodicals or other publications or to solicitors for charities, civic organizations, governmental bodies or political candidates.
