Applications for all licenses required by ordinance shall be made in writing to the city clerk, except for peddlers', itinerant merchants' and solicitors' licenses which shall be made in writing to the secretary of the chief of police. Each application shall state the name of the applicant, the license desired, the location to be used, if any, the time covered and the fee to be paid, and each application shall contain such additional information as may be needed for the proper guidance of the city officials in issuing the license.
