Unless otherwise agreed in an agreement, each telecommunications grantee shall pay an access line fee of thirty eight cents ($0.38) per access line to the City as reimbursement for the City's costs in connection with reviewing, inspecting and supervising the use and occupancy of the public right of ways on behalf of the public and existing and future uses. This fee will be adjusted in five (5) year intervals, based upon the cumulative change in the Consumer Price Index for Urban Wage Earners in the Chicago region.
