This Title shall become effective upon the date of its passage, approval and publication in pamphlet form as provided by law. Specific provisions agreed to in existing franchise agreements or contained in ordinances which conflict with this Title shall be deemed to be "grandfathered" until:
A. The expiration of said franchise, ordinance or agreement;
B. An amendment to an unrepealed franchise ordinance or unexpired franchise agreement, unless both parties agree to defer full compliance to a specific date not later than the present expiration date. (Ord. 0-96-78, 10-21-1996, eff. 10-31-1996)
