Except as otherwise provided therein, any telecommunications providers who desire to construct, install, operate, maintain or otherwise locate cable facilities in, under, over, or across any public right of way of the City, and to also provide cable service to persons or areas within the City, shall first obtain a franchise granting the use of such public right of ways from the City pursuant to Chapter 5 of this Title.
