Any person, firm, corporation, or other entity violating this chapter, or any provision thereof, shall be subject to a civil fine of not less that $50 for each such violation. Each day on which a violation exists or occurs shall be deemed a separate violation for which a separate fine may be assessed. A separate fine shall apply to each day that any single portable storage container, portable trash container, temporary building or structure, or truck, trailer or vehicle remains on the property after the expiration of the stated applicable time limitation. Any storage container, trash container, building or structure, or truck, trailer or vehicle which is not removed at the end of the time for which it may lawfully remain on the property, or which the city determines should be removed due to safety considerations, may be removed by the city, and the cost of such removal, together with the cost of administration of its removal, may be assessed against the property on which the container structure was located and may be filed as a lien against such property by the city.
