(a) In the event of conflict between any provision of any of the Model Building Codes and any other provision of the Codified Ordinances or other ordinances, the provision which establishes the higher standard for the promotion and protection of the health and safety of the people shall prevail.
(b) In the event of conflict between any provision of any of the Model Building Codes and any provision of State statute or rule or regulation promulgated pursuant to authority of State statute, the provision which establishes the higher standard for the promotion and protection of the health and safety of the people shall prevail unless such statute, rule or regulation, by the terms thereof, establishes the maximum standard which may be required in the premises.
