The General Board of Appeals shall meet whenever directed by the appointing authorities to interpret the provisions of the respective codes or to rule on a properly filed appeal from a decision of the authority having jurisdiction. All such meetings shall be open to the public. All appeals must be filed within thirty (30) days after the notice of or order to be appealed from was served. There shall be a requirement that all appeals be filed in writing with the City Clerk.
