1709.02  MEMBERSHIP.
   (a)    All property, power and duties and the management and control  of the commission shall be vested in a board consisting of  representatives, to be known as Commissioners, appointed by the Council of the City of Princeton. Such board shall consist  of five members, each to be appointed for a term of five years, except for the initial appointments which shall be made as  follows:
      (1)   The first Commissioner appointed shall serve a term of one year from the date this article becomes law.
      (2)    The second Commissioner appointed shall serve a term of two years from the date this article becomes law.
      (3)    The third Commissioner appointed shall serve a term of three years from the date this article becomes law.
      (4)    The fourth Commissioner appointed shall serve a term of four years from the date this ordinance becomes law.
      (5)    The fifth Commissioner appointed shall serve a term of five years from the date this ordinance becomes law.
   (b)   (1)   As the term of each such initial appointee expires, the successor to fill the vacancy created by such expired term shall be appointed for a term of five years.
      (2)   In the event that any Commissioner appointed hereunder fails or refuses to qualify within twenty days of appointment or in the event that the position of any Commissioner becomes vacant for any reason prior to the expiration of his term of office, a successor shall be appointed by the Council of the City of Princeton to complete the unexpired portion of such term.
   (c)   No more than three of the five Commissioners shall be from the same political party and no member of the Board of Commissioners shall hold any office (other than the office of notary public) or employment under the United States of America, the State of West Virginia, any county or political subdivision thereof, or any political party. Each Commissioner at the time of his appointment shall be a resident of the City of Princeton. No Commissioner shall receive any compensation for his services as such, but each member shall be reimbursed by the Commission for any reasonable and necessary expenses actually incurred in the discharge of his duties as a member of the board.
