1705.03  BUILDING PERMITS; MINOR REPAIRS; EXEMPTIONS.
   (a)   Every person, within the City, shall apply for a building permit to move any house or other building over any public street, sidewalk or public grounds, or demolish any building or other structure, or erect, construct, install, repair, alter or enlarge any building or other structure or any electrical wiring, apparatus or appliance, any gas system, apparatus or appliance or any plumbing system or fixture which is or is to become a part of any building or structure; provided, that minor repairs, the total estimated cost of which does not exceed one thousand dollars ($1,000) for both materials and labor, and which does not constitute an alteration of the things repaired, may be made without such permit; and provided further, that such repairs without permit shall conform to the requirements of the applicable Building Code.
   (b)   Building permits for minor repairs, which do not constitute a structural alteration of things repaired with a total estimated cost of one thousand and one dollars ($1,001) or less, for both materials and labor, shall be issued at no charge; provided, that such repairs shall conform to the requirements of the applicable Building Code.

   (c)   Building permits for minor repairs, which involve any structural alterations of the things repaired shall be issued according to the permit fee schedule; provided, that such repairs shall conform to the requirements of the applicable Building Code.
   (d)    The following agencies must obtain a building permit prior to the construction or repair of any buildings; however, such building permit shall be issued without any fee:
      (1)    The United States Government or any agency thereof.
      (2)    The State of West Virginia or any agency thereof.
      (3)    All political subdivisions of the State of West Virginia, including County Commissions, Boards of Education and all others.
