(a) Office Created; Personnel. The office of Building Official is hereby created, with such personnel as may from time to time be authorized by Council.
(b) Appointment of Building Official; Delegation of Authority. The Building Official shall be appointed by, and responsible to, the City Manager. The Building Official may delegate authority vested in him to such deputies, assistants, inspectors and other personnel as may from time to time be assigned to his office, or, with the approval of the City Manager, to other City officers and employees.
(c) Administrative Duties of Building Official. The Building Official shall receive applications for, and issue permits and certificates required by this Part Seventeen - Building and Housing Code; and to enable him to enforce compliance with law, remove illegal conditions, secure the necessary safeguards during construction, or require adequate exit facilities in buildings and structures, he shall issue such notices or orders as may be necessary. He shall keep comprehensive records of applications, of permits issued, of certificates issued, and of notices or orders issued. He shall retain on file copies of required plans and all documents relating to building work so long as any part of the building or structure to which they relate may be in existence. All such records shall be open to public inspection for good and sufficient reasons at office hours observed by the City, but shall not be removed from the City Hall.
(d) Duties as an Inspecting Officer. The Building Official shall examine premises for which permits have been issued and shall make necessary inspections to see that the provisions of law are complied with and that construction is prosecuted safely. He shall, when requested by proper authority, or when the interest of the City so requires, make investigations in connection with matters referred to in the Building and Housing Code and render written reports thereon. He, or his duly appointed assistant, shall make the inspections required under the provisions of the Code. He, and his duly appointed assistant, shall have authority to enter any building, structure, or premises at any reasonable hour, upon proper identification and in compliance with all applicable provisions of law.
