(a) Supplemental and Amending Ordinances. Council may, from time to time, amend, supplement or change the rules and regulations and districts fixed by the Zoning Ordinance.
(b) Petitions for Zoning Change. Petitions duly signed, may also be presented to the recorder of the Municipality requesting an amendment, supplement or change of the rules and regulations of the Zoning Ordinance by:
(1) The Planning Commission; or
(2) The owners of fifty percent (50%) or more of the real property area to which the petition relates.
(c) Zoning Amendments Considered as Amendments to Comprehensive Plan. Amendments, supplements or changes of the rules and regulations of the Zoning Ordinance shall be considered as amendments to the Comprehensive Plan.
(1) Any proposed ordinance for the amendment, supplement, change or repeal of the Zoning Ordinance not originating upon petition of the Planning Commission shall be referred to the Planning Commission for consideration and report before any final action is taken by the governing body of the Municipality or the county court. Prior to the submission to Council of the Planning Commission's petition or report on the proposed ordinance referred to it for an amendment, supplement, change or repeal, the Planning Commission shall give notice and hold a public hearing. Such notice shall be published at least fifteen days prior to the date set for the hearing as a Class I legal advertisement in a newspaper of general circulation in the Municipality. The date, time and place set forth in the public notice, together with the text of the proposed amendment, supplement, change or repealer.
(2) Upon receipt and consideration of the Planning Commission's petition or report, Council shall, within a reasonable period of time, act upon the proposed ordinance.
