(a) No person shall, within this City, abandon a motor vehicle upon the right of way of any public highway, upon any other public property, or upon any private property which he does not own, 1ease, rent or otherwise control unless it be at a licensed salvage yard or at the business establishment of a demolisher.
(b) Any person who violates any provision of subsection (a) hereof shall be fined not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00) or imprisoned in the County jail not more than thirty days, or both fined and imprisoned.
