(a) The fees for collection and disposal of refuse placed for collection shall be as established by the City Manager, with the approval of Council.
(b) (1) Payment of fees; delinquent accounts. All fees for services charged by the City shall be paid to the City Treasurer. All delinquent accounts are subject to stoppage of service without notice. If a delinquent account is not paid within thirty days, the Administrator of Public Works shall cease all refuse collection for that account unless otherwise directed by the City Manager. Service shall be resumed thereafter only on payment of the accumulation of fees for the period of the non-collection unless the City Manager specifically directs otherwise.

(2) Legal remedy. The stoppage of service hereinbefore authorized for nonpayment of collection charges shall be in addition to the right of the City to proceed for the collection of such unpaid charges in a manner provided by law for the collection of a Municipal claim. Any lessor whose lessees have delinquent accounts for service provided at the leased property shall be jointly and severally responsible for said delinquent accounts.
