Before the City of Princeton makes any purchase of or contracts for supplies, materials, equipment, or any other items or services, it shall give ample opportunity for competitive bidding as required by state law, under such rules and regulations as Council may prescribe by ordinance; provided that Council may not except individual contracts, purchases, or sales from the requirement of competitive bidding.
