(a) The Manager of the Sanitary Board shall, upon written application, issue a "hose permit" to domestic users of sewer services.
(b) A hose permit entitles the permittee, during the months of May through September, to a special sewer rate set forth in subsection (c) hereof, regardless of a greatly increased amount of water used by the permittee during the stated period for lawn sprinkling purposes.
(c) The special sewer rate for holders of hose permits shall be a sum equal to the average bill of the domestic user for the months of April and October, plus one dollar for the month during which application is made and each succeeding month through September.
