The rates and charges shall be based insofar as possible upon the quantity of water supplied each month to the respective premises as such quantity is measured by the water meter or meters of the municipal waterworks system therein used. There shall be charged monthly to the owner of each lot, parcel or real estate or building for the services of the sewer system the following rates based upon water meter readings as provided in the following schedules.
