In case of conflict of any provision of this chapter with any provision of the Plumbing Code, the more stringent provision shall prevail, subject to authority hereby granted to the Manager to otherwise resolve such conflict in the mutual interest of the City and the other party concerned, and for the benefit of the public health, safety and welfare generally.
