Before any person shall construct any sidewalk, curb or gutter in the City in, on or adjacent to any public street or other public right of way or public property, application shall be made by such person to the building official for approval of such proposed construction. The application shall include a profile, cross-section and the specifications for such sidewalk, curb or gutter. The construction thereof shall not commence until the City shall have provided the applicant with the grade level for the construction and shall have approved the profile, cross-section and specifications.
