(a) The City Treasurer's Office will receive information from the Chief of Police and Chief of Fire concerning the billing of all alarm users for violations of Section 717.03(b) and (c). The Treasurer's Office will bill these alarm users who violated Section 717.03(b) and (c) within the first five working days of the month following the incurrence of false alarms.
(b) After the assessment of the charges as provided in Section 717.03(b) and (c) the alarm user may, within five working days following receipt of an alarm assessment appeal such assessment to the Chief of Fire (in case of fire alarms) and to the Chief of Police (in case of hold-up/intrusion alarms). The respective Chiefs will then have five working days to uphold or overturn such assessments. If the assessments are upheld, the alarm user may appeal such assessments to the City Manager or his designee. The decision of the City Manager or his designee shall be administratively final.
