It is hereby declared to be the policy of the City of Princeton that all persons desiring to perform contracting work in this City be duly registered to ensure capable and skilled craftsmanship utilized in construction and labor projects in this City, both public and private, and to protect the public from unfair, unsafe and unscrupulous bidding and construction practices.
