Any person conducting a campaign or soliciting money, subscriptions or contributions for any charitable, religious, educational or benevolent purposes upon the streets, in public places, buildings and from house-to-house, or by the use of the telephone, or otherwise in the City, shall have and exhibit at all times when soliciting such funds a card or certificate from the Board authorizing such person to solicit money, subscriptions or contributions for such purposes in the manner and at the time such solicitation of funds is made. Any person soliciting funds, subscriptions or contributions without such permit or certificate duly issued by the Board or in any manner not authorized by the Board, shall be guilty of an offense against this section.
