(a) Every veterinary surgeon within the limits of the City shall keep and maintain the premises housing his animal hospital clean, sanitary and free from offensive odors at all times.
(b) Every veterinary surgeon or practitioner or any other person who examines, treats or has knowledge of any animal having gladers., forcy, hydrophobia, rabies, tuberculosis or any other like communicable or dangerous disease, shall, within twenty-four hours thereafter notify the City Health Officer of such disease and shall furnish the following information relating thereto:
(1) Location and description of animal;
(2) Name, address and business or occupation of the owner or custodian;
(3) Nature and character of the disease.

No person owning or using a barn or stable within the City shall deposit any manure or refuse from a stable or barn upon any street, sidewalk or open ground within the City except for use for gardens and lawns. All persons owning or using stables or barns shall provide a box or other receptacle, which shall be so constructed as to exclude rain water and prevent the ingress and egress of flies and be provided with a suitable cover, and all manure or stable refuse shall be deposited in such box or receptacle, pending its removal from the premises, and such box or receptacle shall be kept securely closed, except when manure or other refuse is being deposited or removed therefrom. From April 1 to November 30 in each and every year, every collection of such stable or barnyard manure shall be removed from the premises at least once a week; during the remaining period of the year, it shall be removed as frequently as necessary to prevent it from becoming offensive or a menace to the health and comfort of any person in the neighborhood. The ground, such box or other receptacle in which manure is stored must at all times be kept clean and treated in such a manner that flies will not breed in it.
