301.34  PARKING METERS.
   (a)    No person shall:
      (1)    Cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime, or beyond the period of legal parking time established for any parking meter zone, or to deposit in any parking meter any coin for the purpose of parking beyond the maximum legal parking time for the particular parking meter zone.
      (2)    During the periods for regulated parking indicated upon the meter, to permit any vehicle to remain or be placed in any parking space adjacent to any parking meter while the meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period prescribed for such parking space.
      (3)    To park any vehicle across any line or marking of a parking meter space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings.
      (4)    To deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article.
      (5)    To deposit or cause to be deposited in any parking meter any slugs, device or metal substance, or other substitute for lawful coins.
   (b)    Whoever violates or fails to comply with subsection (a)(1) through (3) hereof shall be fined not more than five dollars ($5.00); provided, that in the event a person violating such provisions, or any of them, shall place in a proper envelope the sum of twenty-five cents ($0.25) for each such offense, and shall deposit the envelope in one of the boxes provided for that purpose, or shall turn it over to the Police Department headquarters, within the same twenty-four hour period within which the offense occurred, then such sum of money may be accepted by the Police Department as payment in full for the commission of the offense; provided, further, that the Police Department records shall be considered conclusive as to whether the offender has complied within the twenty-four hour period and no person shall have authority to accept on the part of the Police Department such reduced payment as satisfaction in full of the regular fine when the Police Department records indicate that the money has not been received during the twenty-four hour period previously described.
   (c)    Whoever violates or fails to comply with subsections (a)(4) and (5) hereof shall be fined not more than five hundred dollars ($500.00) or be imprisoned for not exceeding thirty days, or both. (1975 Code Sec. 19-161)
