City Council finds:
(a) That it is necessary that the City continue to promote its orderly development, with the objective to improve the present health, safety, convenience and welfare of the residents of Princeton and to plan for the future development of the City to the end that new development occurs only with adequate street, utility, health and recreational facilities; that the needs of business and industry be recognized in future growth; that residential areas provide healthy surroundings for family life; and that growth be commensurate with and promotive of the efficient and economical use of public funds.
(b) That the most effective method of providing for the orderly growth of Princeton as set forth in subsection (a) hereof, is the establishment of a planning commission in accordance with the provisions of West Virginia Code Article 8-24.
