The Board is created, organized and made an administrative agency of the City exclusively for charitable, educational and scientific purposes in order to provide for the health, education and welfare of all persons; and in accordance with West Virginia Code 8-16-7, the Board shall be specifically charged with the responsibility for construction, operation and maintenance of a general hospital within or near the corporate limits of this City.
