(a) The Board of Park and Recreation Commissioners shall have power to establish bylaws, rules and regulations for its government and operation, and for the use and operation of the facilities, the operation, maintenance, custody, improvement, establishment, enlargement, leasing and control of which is vested in it by this article; and the Board shall have full power and authority to do all things necessary or expedient for the successful operation thereof and for the discharge of the duties and functions charged to it by this article.
(b) The Board shall have specific authority to employ a director or manager upon such terms and for such salary as in its discretion it deems expedient, for the operation, maintenance, custody and control of the facilities, the responsibility for which is charged to it by this article, and for the discharge of its duties and functions so charged to it.
