145.03 COMPOSITION; QUALIFICATIONS; APPOINTMENT; QUORUM.

The Board of Park and Recreation Commissioners shall consist of five members who shall be appointed to membership by City Council, and a majority of whom shall constitute a quorum for the transaction of business. Each member of the Board must be a resident of the City. The Mayor and City Manager may serve as ex officio members of the Board.
