City Council finds:
(a) That it is necessary that the City continue to operate and to maintain, improve, enlarge and extend the following recreational facilities of the City, to-wit: the Princeton City park and swimming pool and its related appurtenances, and the parking area and land serving the aforesaid facilities, together with all facilities related to such recreational facilities; the Princeton youth center, wherever it may be situated, and the various public playgrounds owned, leased or operated by the City; and all other park and recreational facilities now operated by the City or which may be acquired and operated by the City in the future, which are hereinafter sometimes referred to collectively as facilities.
(b) That the most effective way of operating the facilities set forth in subsection (a) hereof and carrying out the objects of the declaration of necessity set forth therein is to vest the operating authority of such facilities, as hereinafter set forth, in a municipal recreation board, to be designated Princeton Board of Park and Recreation Commissioners, Princeton, West Virginia, subject to the provisions of West Virginia Code Art. 8-21.
