139.02  CHIEF OF POLICE.
   (a)    The office of Chief of Police is hereby established. The Chief of Police shall be the Director of the Police Department and the commanding officer thereof, and shall be responsible to the City Manager for the administration, training, discipline, morale and effective deployment and utilization of the members of the Department and for the maintenance and effective deployment and utilization of the property and equipment of the Police Department.
   (b)    The Chief of Police shall have all such powers as may be necessary and lawful to meet the responsibilities imposed upon him by the Codified Ordinances, including but not limited to the following:
      (1)    He shall have absolute command, control, management, assignment to duties and supervision of every officer, member and employee of the Police Department during all hours when such personnel are on duty. 
      (2)    He shall have absolute control, authority and command of the City police officers at the scene of any riot, unlawful assembly or breach of the peace; and all orders issued by him to such police officers and to other persons present, shall be by them explicitly obeyed and performed.
      (3)    He shall have supervision over any real estate which may be assigned to the use of the Police Department, and all vehicles and equipment belonging or assigned to the Department, and shall be responsible for the proper maintenance thereof in serviceable condition.
      (4)    He shall be responsible for the keeping of necessary records for the Department, which shall be subject to the inspection of the City Manager and members of City Council at any time. Such record shall list and note, inter alia, the state of repair of all property belonging to the Department. He shall record all such statistics relating to crime, motor vehicle  accidents, and other conditions, activities and occurrences  within the City as may be within the duty of surveillance of the Police Department, and provide copies of such records to Federal, State and County law enforcement agencies upon request.
