135.04 FORM OF FINANCIAL RECORDS AND ACCOUNTS.

The budgeting system and financial accounts and records of the City shall be as prescribed by City Council in conformity with West Virginia Code Article 6-9, and the form and manner of keeping thereof shall be as approved or prescribed by the State Tax Commissioner in his ex officio capacity as chief inspector and supervisor of public offices.
