(a) The City Manager may appoint or designate any qualified person, including himself, to hold concurrently two or more administrative offices or positions which are subject to his appointive authority.
(b) Any deputy or assistant to any City officer who holds two or more offices concurrently shall be designated according to the office or offices in which he is to serve as such deputy or assistant. For example, should the building official at any time be also the zoning administrator, his assistant should be designated as "assistant building official-zoning administrator" if he is in fact the assistant in both of these offices; otherwise, he should be designated as "assistant building official" or "assistant zoning administrator," according to the fact.
