In the event any person is convicted of three violations of these regulations with regard to keeping and maintaining animals, then such person shall forfeit the right to keep and maintain any animal within the corporate limits of the City. The Animal Control Officer for the City shall then be entitled to pick up and remove from the possession of any such person, any animal owned by them at any future date.
