Any person or entity adversely affected by the action of the Public Safety Committee under the provisions of the present article is entitled to review thereof. The decision of the Public Safety Committee shall be final unless revised, vacated or modified pursuant to the provisions herein. Any person or other entity adversely affected by an order of the Public Safety Committee shall file with the City a written request for review within twenty (20) days from the service of the order being appealed. Upon the filing of such a written request, the matter shall be reviewed by the Public Safety Committee and an order issued thereon. If the person or entity making a written request for review to the Public Safety Committee is not satisfied with the action of the Public Safety Committee, they may file a written appeal to the City Council. An appeal to the City Council shall be filed in writing within twenty (20) days from the date of the order of the Public Safety Committee.
