If the violations has not been remedied within fifteen days after the written notice referred to in Section 1787.02, the owner or owners of the real estate through which the natural water course runs, shall be deemed guilty of a misdemeanor, and upon conviction shall be fined not more than five hundred dollars ($500.00).
