It shall be the duty and responsibility of the owner of real estate in the City, through which a creek or natural water course traverses, covered or uncovered, to be responsible for the maintenance and upkeep of any natural water course through the owner’s real estate, and in so doing, the owner shall keep the natural water course free of obstacles, and remove same and keep weeds and brush cut on the banks of such natural water course. The owner shall clean out siltation and dirt build-up when it occurs and clean out litter and trash, maintain the banks and clean and clear banks when slippage occurs.
