1779.01  INSTALLATION REQUIREMENTS; PERMIT; INSPECTION.
   The installation of satellite dish antennas, or other ground mounted antennas shall be considered accessory structures and shall conform to all the requirements of accessory structures as set forth in the Building Code and Zoning Code, as they relate to accessory structures, provided, however, that the following additional requirements shall be complied with:
   (a)   Satellite dish antennas utilized for entertainment systems may be mounted to the side or rear of the structure, but may not be permitted to be attached to the front of the building facing a public street.
   (b)   Satellite dish antennas exceeding thirty-six inches, or not suited for structure mounting shall be permitted to be placed in the rear yard only of any dwelling, as defined in the Zoning Ordinance and the Building Code, and as stipulated for accessory structures.
   (c)   Satellite dish antennas suitable for structure mounting, shall not be permitted to be placed in any area of the yard other than attached to the side or rear of the structure, except in the opinion of the Code Official, there is inadequate or questionable strength of the structure; i.e.: mobile homes; then a pressure treated post of adequate size may be permitted to be placed in accordance with accessory structure guidelines in the side or rear yard.
   (d)   In cases where proper signal orientation cannot be achieved with side or rear mounting, a variance may be applied for through the Zoning Board of Appeals, with submission of documentation verifying that installation as permitted will not be adequate for utilization of the satellite dish antenna.
   (e)   Any antennas referred to as ground mounted antennas and/or their required towers, shall be located only within the rear yard of any dwelling as defined in the Zoning Ordinance and the Building Code.
   (f)   All such antennas shall be installed in a manner and method to safely secure such antenna, safely ground such antenna, and safely place such antenna in regards to power lines, etc.
   (g)   A building permit shall be obtained from the City prior to the installation of any such antennas, and inspection of the installation shall follow.  There shall be no cost associated with the permit for such installation.
