15.32.060: SUBDIVIDER RESPONSIBILITY TO IDENTIFY AREAS AND NOTIFY PROSPECTIVE BUYERS:
   A.   As part of the subdivision plat approval process, the planning commission may require any subdivider to designate geologically hazardous areas as such on any final plat map as a condition precedent to the filing of such plat with the county recorder.
   B.   The subdivider shall notify any prospective buyer of a lot or lots within a geologically hazardous area of such designation on the final plat, and shall furnish any prospective buyer with a copy of this chapter.
   C.   Designation of geologically hazardous areas on a final plat map shall operate as a presumption that the area is as so designated. When this presumption is rebutted to the satisfaction of the city engineer, said official may authorize the issuance of a building permit pursuant to section 15.32.070 of this chapter.
