If the city engineer finds that the proposed site or area can be converted to a safe area for construction purposes, he shall specify what is necessary to accomplish this purpose, and the permit, if granted, shall be issued under and subject to the conditions as shall appear appropriate and necessary to convert the area or site from a geologically hazardous area to a safe area for construction purposes.
