§ 93.06 COSTS; SPECIAL ASSESSMENTS.
   The city shall have the authority to require the abutting property owner to bear part or all of the cost of the installation, maintenance, or repair of sidewalks, and to expend city funds for those purposes. The installation, maintenance and repair may be undertaken by the property owner, privately or through privately retained contractors, provided the installation, maintenance and repair is in strict conformity with the specifications adopted by the City Council. During the course of installation, maintenance and repair, the street superintendent or his or her designee shall inspect and supervise the installation to insure conformity with the specifications. The City Council shall have the authority to install sidewalks and to assess the costs to the benefitted property owner in the mode and manner provided by M.S. Chapter 429 as may be amended from time to time. Any costs associated with the implementation of a sidewalk system within the city which is in excess of the normal and customary cost of the installation of sidewalks within the city is an appropriate expenditure of city funds.
