§ 93.01 DECLARATION OF POLICY.
   The City Council declares that the retention, repair and replacement of existing sidewalks within the city is in the public interest, and that the existing sidewalk system should be maintained, repaired and replaced, except in circumstances where the Council determines that it is unnecessary, unfair or not in the public interest to continue the sidewalk system; and that new sidewalks should be constructed in those locations where the City Council deems necessary for the safety and convenience of the public.
