17-610: TESTING ELECTRIC METERS:
In the event any user shall question the accuracy of any meter and if he shall want the meter tested, such user shall make his requests with the City Clerk and shall make a deposit in an amount set by the City Manager with said Clerk. An employee of the City designated by the City Manager shall then remove the meter and submit for testing. If the meter shows an error in favor of the user in excess of two percent (2%) the user shall be credited with such an amount as the Manager shall decide is right, just and equitable, taking into consideration the amount of electricity that was probably consumed by such user during the time under dispute. In such case the deposit left by him shall be returned to him; however if the test should show that the meter did not vary more than two percent (2%), as above stated, then the deposit shall be retained by the Clerk to pay the expense of removing, testing and replacing the meter.
