17-601: CONTROL OF ELECTRIC SYSTEM:
The electric power and distribution system of the city of Prague shall be under the control of the city manager, who shall be governed by the rules and regulations set forth herein, and he shall have authority to approve, or disapprove, all accounts for expenditures in this department and no accounts or claims shall be paid until approved by the city manager. All electric current shall be used through meters at rates set by resolution adopted by the public works authority. The manager shall provide regulations and fees for extra services relating to nonpayment of bills, disconnect and reconnect service, request for abnormal services, returned checks, and any other nonroutine services. Meters shall be read by the city, and all readings shall be turned over to the utility clerk for billing. Electrical lines used for distribution of electricity and the meters attached thereto are the property of the city of Prague and shall be controlled by it, and must be accessible as determined by the city of Prague at all times for the purposes of reading and servicing.
