The manager of the Prague Public Works Authority shall develop and maintain a comprehensive set of rules and regulations pertaining to the use and maintenance of the landfill in accordance with the laws, rules and regulations of the State as well as the United States Government, and such laws, rules and regulations of the State or United States which are applicable, as well as those developed by the manager, and as may be subsequently amended, are hereby adopted as part of this Chapter by reference thereto as though fully set out herein.
