13-209: RULES AND REGULATIONS:

The City Council by motion or resolution may adopt and change regulations relating to the Fire Department, its organization, operation and compensation. Before the City Council amends, adopts or repeals any such rules and regulations, the City Manager and the Fire Chief shall have a right to be heard. (Prior Code, Sec. 1-20)
