13-201: FIRE DEPARTMENT; CHIEF OF THE DEPARTMENT 1 :
There shall be a fire department, the head of which shall be the chief of the fire department appointed by the city manager for an indefinite term, and removable by the manager. The majority of the members of the fire department shall make a recommendation to the city manager of two (2) names for consideration of the appointment of fire chief by the city manager. In the event both names submitted for consideration do not meet with the city manager's approval, or does not meet city and state qualifications, the city manager shall appoint a qualified fire chief of his choosing. The chief of the fire department shall be an officer of the city, and shall have supervision and control of the fire department. It is the duty of the fire department, among others, to follow state law in providing a uniform system of fire protection for the lives and property of the people of the city, to extinguish fires; to rescue persons endangered by fire; to resuscitate, and to administer first aid to, persons injured in or about burning structures, or elsewhere, in case of an emergency; to promote fire prevention and safety of persons from fire and explosions in theaters, stores and other public buildings.
