13-111: BURNING RUBBISH:
   A.   It is unlawful to burn rubbish, including all kinds of refuse and trash, within the fire limits of the City.
   B.   Rubbish may be burned outside the fire limits within the City only in incinerators, or waste burners, of a kind approved by the Fire Chief and the State Department of Health, and under the supervision of some competent person. The Fire Chief may prohibit the burning of rubbish on certain days and at certain times by the issuance of such prohibition, which shall go into effect only when published in a newspaper of general circulation in the City. Rubbish may not be burned in streets, alleys, and other public ways, nor on property not under one's control without consent of the person in charge of such property. (Prior Code, Sec. 8-11)
