Any person affected by any notice issued under this Chapter or resulting regulations may request and shall be granted a hearing on the matter before the Council of the City provided that the person shall file with the Inspection Officer a written request for such hearing and setting forth briefly the grounds for such request within ten (10) days after the day the notice was served. When no request for such hearing shall have been filed within ten (10) days following the day on which notice of suspension was served, such license shall be deemed to have been automatically revoked at the expiration of such ten (10) day period. The filing of such request shall stay the notice of suspension of permits and licenses except in cases of orders issued under Section 12-417 of this Chapter. The hearing shall be held by the Council of the City at the earliest possible time. (Prior Code, Sec. 4-35)
