Every meeting of the council shall be held in the council chamber in the city hall unless, in case of an emergency, the mayor or the council members calling a special meeting designate another place in the city for the holding of the special meeting. Any adjourned meeting may be held at any other place within the city designated by the council. (Prior code § 1-3)
