A. In a statutory council-manager city, the terms of the elected officers shall be staggered so that at any one general municipal election, the following officers are to be elected for four (4) year terms:
1. Council members from wards I and II.
B. At the next general municipal election, the following officers are to be elected for four (4) year terms:
1. Council members from wards III and IV; and
2. The council member at large. (Prior code § 1-1)
